MACCE & MABEP: Advisory Groups

The two advisory groups work in parallel. They both meet quarterly but on different schedules. Some meetings are online, some in person. They review the same materials, but they have different memberships. Maybe we should have links to each on MACTE’s website?

MACCE (Missouri Advisory Council for Certification of Educators) is the original advisory group to the state board. Many different educational organization have seats on this council, including MSTA and NEA. This group has 25 members. MACTE makes the nominations to the state board; Margery Tanner is in charge of this council, and members have to be approved by the state board of education.

MABEP is an advisory board to both the State Board of Education and the Coordinating Board for Higher Education. MABEP was formed because of the issues we had in 2013 with assessments, changes in certification requirements, etc. that were done without consultation with the higher education state agency. The formation of MABEP in 2014 was from MACTE advocacy, among other groups. MABEP is half K-12 and half EPPs and it is jointly run by DESE and MDHEWD.

MACTE is not officially a part of MABEP, but the rules list specific members: faculty, dean, etc. Traditionally MACTE has made recommendations about who to nominate, in part to balance the geographic mix of the state and type of programs (small/large). MABEP members from EPPs are approved by the coordinating board for higher education. Paul Katnik from DESE and Samantha Dickey from MDHEWD jointly chair this advisory board.
